This study analyses the structural constraints of Algeria’s state-centric university governance model using a comparative descriptive approach. It identifies core challenges—bureaucratic rigidity, constrained institutional autonomy, and insufficient digital infrastructure—that undermine educational quality and graduate employability. By examining international governance models such as shared and network governance, the study proposes reform pathways focused on decentralization, stakeholder engagement, and the integration of digital tools, including artificial intelligence (AI) and open educational resources (OER). These reforms aim to enhance institutional responsiveness and align Algeria’s higher education system with global standards. The findings provide practical recommendations for policymakers and contribute to governance reform discourse in the MENA region
